Appointment  of  Architect/Consultant for proposed construction of one Building at

                                                        12, Padmanath Lane, Kolkata-700004

                                                                                   For

                                                    Maharaja Srischandra College

Maharaja Srischandra College invites offer from experienced Architectural firms and Project Management Consultants for  Architectural Designs and Supervision cum Management   for proposed construction of one Building at pre.no. 12,Padmanath  Lane,Kolkata-700004.

Eligibility Criteria of abovementioned Consultants are as follows :

A) For Architectural Consultancy services

1. There should be one Architect in the Firm either as Owner or in the pay roll.

2. The Architect should be registered with Council of Architectural.

3. The firm or the Architect should have at least 5 years experience in the profession and experience in getting plans sanctioned from K.M.C as also handling projects in K.M.C. areas

4. The firm should have experienced Structural Engineer empanelled with K.M.C

B) For Project Management Consultancy Services

1.  PMC may be a firm or an independent practicing Civil Engineer.

2. PMC should have experience in handling and managing similar nature construction project within the KMC area

 

            Broad requirements of proposed construction are mentioned below:

1.       One seminar hall with audio-visual arrangements

2.      Conference  Room (12-14 persons),Principal’s Room with attached toilet

3.      Research Laboratory

4.      Class Rooms (20 students)  -  2nos.

5.      Library Stacks

6.      Dormitory with toilets and Hostel Super’s Room

7.      General Toilet at Gr. Floor

8.      All Services like Sewerage, Drainage, Water supply, Electricity,  Air conditioning including facilities for Rainwater Recharging

 B.  Scope of Services to be provided by the Architect/Consultant

             Stage - I      (Plan sanction Stage)

             1. Preparation of preliminary drawings/alternative sketches for comments/approval from  

              the  College.

 

2. Modification of plans incorporating the observations of College including submission of Rough Cost Estimate of the construction project.

              3. Submission of plans to K M C and obtain Sanction of Building Plan

              

 

Stage  -  II  (Tender Stage)  

             4 .Preparation of Bill of Quantities (BOQ) of all works comprising  of  Civil, Sanitary

               and  Electrical works, with Technical Specifications.

             5.  Preparation of Tender Documents, calling of tenders, evaluation of tenders  and

                  Recommendation thereof to the College.

              

Stage  - III       (Construction Stage)                                                                    

6.  Preparation of Construction Drawings for Architectural, Structural,    Sanitary and Electrical Works.   

            7. Explaining the drawings to the working Contractor/ Contractors.

8. Attending coordination meetings with Contractors and College authorities in connection with the construction as and when required.

           9.  Checking and supervising the construction works as and when necessary to see that the                 works are being done as per approved drawings, designs and quality. 

 

10.    Checking reinforcing steel works before  foundation casting and  all  roof castings and

         attend all casting works. 

 

 

 

 

 

Stage  -  IV     (Completion Stage)

11.Preparation of Completion Drawing of the project  incorporating revisions and modifications made during construction ,if any.

12. Obtaining House Drainage connection and Filtered Water Supply connection (engaging

       Licensed Plumber)

 

13. Obtaining Occupancy Certificate 

C.    Deliverables :

Apart  from the Sanctioned Building Plan , all  Designs and  Working Drawings for Construction purpose shall be submitted to the College in the following manner:-

a)     Hard  Copies in  A2 sheet size-   4 copies each

b)      Soft copies  in  Compact Disc(CD)  -  mentioning the title of drawing or designs (structural)

D.   Payments  to the Architect / Consultant

a)     All payments to be made in a/c payee cheque after deducting income tax.

b)     GST if applicable to be paid extra.

c)      Statutory fees will be paid by the College on production of relevant documents.

d)     Payments to be made to the Architect /Consultant in stages as per agreed payment schedule (to be made with appointed Architect/Consultant later on).

      E.       Scope of Services of P M C

1.       Total responsibility of Monitoring and Managing the construction project.

2.      Day to day supervision of construction for both quality and progress.

3.      To ensure the progress of construction as per agreed time schedule.

4.      To inform lapses, delays and laggings in progress to College authorities and suggest remedial measures for making over.

5.      To coordinate with Architectural Consultant and Contractor with all construction drawing related issues.

6.      To check bills of contractors and certify payment s to the College.

7.      To report progress of work on a regular basis at least once in a week.

8.      To ensure that Safety measures have strictly been followed by the contractor.

9.      To coordinate with KMC or CESC on behalf of College if and when required in the construction.

10.   To  organize and attend coordination meetings with College authorities, Contractor and Consultant as and when required

G.        INSTRUCTIONS TO BIDDERS

Separate Bid should be tendered for Architectural Design Services and Project Management Consultancy Services.

 The Tender is a two part Bid system.   Technical and Financial Bids  are to be submitted in two separate sealed covers   super scribing the type of  Bid on the Cover 

Technical Bid will contain the following documents of the Bidder  :-

1.        A Conceptual Scheme with a write up on planning approach and rough cost estimate of the project  are to be submitted

2.      Registration of Council of Architecture

3.      Technical Qualification and past experience of Architect/Consultant in handling similar nature of job.

4.      Works executed in last 5 years

5.      Works presently in hand

6.      C.V. of technical persons  proposed to be deployed in this job

7.      List of  Software, Computer etc

8.     PAN and Income tax return for last 3 years

9.      Trade License and Professional Tax challan

10.   GST registration ,if any

11.    Earnest Money  Deposit  of  Rs.10,000/- (refundable to the unsuccessful Bidder)  in the form of a Demand Draft in favour of Maharaja Srischandra College.

Financial Bid will contain the offer of the Bidder in lump sum Rupees (not in percentage of construction cost) in consideration of the complete services to be rendered as mentioned under the Scope of Services by the Architect/ Consultant.

The college authority holds the right to reject any or all Bids without showing any reasons.

EVALUATION OF OFFER

The selection of the Architect/Consultant will be made on the basis of maximum marks obtained  by the Bidder  from both the Bids submitted by him in the following manner:

1.Conceptual Plan of the project based on the requirement furnished                                                           in the N.I.T and the enclosed Site Plan utilizing maximum F.A.R                                                         along with a 3D view.                                                                                                        50 marks

2.Technical credentials  as per Technical Bid                                                               30 marks

3.Fees quoted in Financial Bid                                                                                         20 marks
